In 2017, hundreds of thousands of Rohingya refugees fled persecution in western Myanmar and crossed into neighboring Bangladesh. As Muslims, they faced violence from the Myanmar military and Buddhist communities in Rakhine State, arbitrary arrest by authorities, and human trafficking. In the chaos, many were separated from their families — and tracing loved ones across borders was nearly impossible.
Photographer Taro Karube visited the refugee camps in November of that year. Together with the people he met there, he developed the idea of a "photo letter": a portrait taken with an instant camera, combined with a handwritten letter addressed to a missing family member. Each pose and each message was decided together with the refugee, imagining the moment a family member might one day see it. Because the Rohingya language has no writing system, the letters were written in standard Burmese and the Rakhine dialect; in a community with very low literacy rates, leaders, teachers, and relatives wrote on behalf of those who could not.
The photo letters then set out across the sea of the web, shared through social media — dispatches adrift, carrying the message: I am here, searching for you.
There is a deep irony at work. It was Facebook's algorithm that spread hatred and disinformation about the Rohingya across the world, and that became one of the drivers of the persecution itself — an event described as the first in human history in which a computer played a central role in facilitating mass atrocity. This project operates on that same algorithm-driven system. Media is never neutral. But its circuits can be turned toward other ends.
There is a theory known as "six degrees of separation" — the idea that any two people in the world are connected through no more than six acquaintances. Facebook announced in 2016 that on its platform, that distance had narrowed to 4.5 degrees. The world has grown smaller — for better and for worse. The chance that a single photograph from a refugee camp might reach the eyes of a family member somewhere is greater now than it has ever been.
On the back of each photo letter is a fingerprint. A piece of physical evidence that one human being exists — a person denied recognition by the Myanmar authorities, rendered stateless, whose suffering was ignored by the international community for over a decade. In Japan and elsewhere, there is a custom of shooting instant photographs together on special occasions, writing messages, and handing them to one another. Borrowing that gentle intimacy, these photo letters are passed along to strangers far away.
Letters to You is a project that asks — and attempts to practice — how we might form relationships with distant others through media, the internet, and the algorithms that now shape them.

2017年、ミャンマー西部での迫害を逃れた数十万人のロヒンギャ難民が、隣国バングラデシュへと渡った。イスラム教徒である彼らが直面したのは、ミャンマー軍とラカイン州の仏教徒住民による暴力、当局による不当逮捕、そして人身売買だった。混乱のなかで家族と生き別れになった人は多く、国境を越えて消息を辿ることは、ほとんど不可能に近かった。
写真家の苅部太郎は同年11月、難民キャンプを訪れた。そこで出会った人々と共に考えたのが、インスタントカメラで撮影したポートレートと、行方不明の家族への手書きの手紙を組み合わせた「フォトレター」というかたちだ。撮影時には、家族がいつかこの一枚を目にすることを想定して、ポーズも文面も難民と共に決めた。ロヒンギャ語には文字が存在しないため、手紙は標準ビルマ語とラカイン方言で記され、識字率が低いコミュニティでは、リーダーや教師、親戚が代筆した。
こうして生まれたフォトレターは、SNSでシェアされることでウェブの海を漂い始める。「あなたを探す私はここにいる」と伝えるための、宛先不明の投罎通信として。
ここには深い逆説がある。ロヒンギャへの憎悪とフェイクニュースを世界中に拡散し、迫害の一因となったのは、Facebookのアルゴリズムだった。人類史上初めて、コンピューターが迫害の主要な要因となった出来事とも言われる。このプロジェクトは、同じアルゴリズムが駆動するシステムの上で動く。メディアは中立ではない。しかしその回路を、別の目的のために使うことはできる。
「6次の隔たり」という仮説がある。社会のどんな二人も、6人の知人を介せば繋がれるという考え方だ。Facebookはその距離を「4.5次」にまで縮めたと発表した。世界は小さくなった。良くも悪くも。キャンプの一枚の写真が、どこかにいる家族の目に届く可能性は、かつてよりはるかに高い。
フォトレターの裏には指紋が押された。ミャンマー当局から存在を否認され、無国籍とされ、その苦境を10年以上にわたって国際社会に看過されてきた、一人の人間がここに存在するという物的証拠として。日本をはじめ各地にある、特別な日にインスタントカメラで互いを撮り合ってメッセージを書き渡す慣習。その親密さを借りながら、このフォトレターは遠くの見知らぬ誰かへと手渡される。
『Letters to You』は、空間的に隔たれた他者と私たちが、メディアとインターネット、そしてアルゴリズムを通じてどう関係を結べるかを、共に問い、実践するプロジェクトである。
